Karpov Andrey Gennadievich
Born in 1978 in Orel. In 2000, he received a degree as a teacher of history and law at the Faculty of History Oryol State University.
In 2001, he received a diploma of second higher education at the Faculty of Law Oryol Regional Academy of Public Administration ORAGS (now FBGOU VPO "Russian Academy of National Economy and Public Administration under the President of the Russian Federation" Oryol branch) he is a lawyer by profession.
He began his career in July 2001 at the Orel Steel Rolling Plant as a specialist of the first category. Since February 2002, he has headed one of the production sites of SPC-3.
From 2003 to 2004, following the results of a competitive selection, he studied at the Severstal Corporate University under the program "Future Leaders of the Severstal Group" (Talent Pool).
Since 2004 – Head of the Implementation Department of the joint venture of JSC Severstal-Metiz and TrefilArbed (Arcelor, Luxembourg) LLC "TrefilArbed Rus".
From December 2009 to January 2015, he worked in the Office of the Governor and the Government of the Orel region. From February 2015 to January 2017 - in the Department of Internal Policy and Development of Local Self-Government of the Orel region.
From January 2017 to December 2018 - Head of the state institution of the Oryol region "Apparatus of the Public Chamber of the Oryol region".
From December 2018 to September 2020 - Deputy Head of the Department for Territorial Development Projects of the Orel region.
From 2019 to 2020 – according to the results of the competitive selection, he was trained as part of the first Master of Public Policy professional retraining program "Spatial Development Project Management" of the V.L. Glazychev Department of Territorial Development of the RANEPA.
From September 2020 to the present - Head of the Department for Territorial Development Projects of the Oryol region.
Semi-finalist of the management competition "Leaders of Russia" in 2020.
From November 2020 to December 2021 - participant of the management training program for 100 largest cities of Russia, organized by VEB.RF and Moscow School of Management SKOLKOVO.
From May to September 2024 - participant of the "Hospitable Cities" program of the Moscow School of Management SKOLKOVO, organized by VEB.RF.
