In December 2021, the Department for Territorial Development Projects of the Oryol Region turned three years old. A good reason to summarize the work over the past year, which was done as part of the "Government Hour" at a meeting of the Orel Regional Council of People's Deputies on February 4, 2022.

The operational and project approach has a number of fundamental differences, which are presented on the slide. The main difference is that each project always has a unique result of work, while in operational activities the result is different from time to time.
Why is it important to pay attention to this?

The modern conditions in which the Orel region is developing every year more and more imply the ability of regions to find new development ideas, formulate and present them. This is confirmed by the tools that have appeared in recent years to attract such an important development tool as large federal funds, which are provided to the regions on a competitive basis.

There are more and more such contests. Therefore, it is obvious that the management decision of the regional leadership, based on taking into account the advanced approaches of regional management and current trends of the federal context, associated with the creation in 2018 of the Department of Territorial Development with an emphasis on project work, turned out to be timely, in demand and effective.

One of the most important activities of the Department for Territorial Development Projects of the Orel Region is to coordinate the activities of the municipalities of the Orel region in preparation for participation in the All–Russian competition for the best projects for creating a comfortable urban environment in small towns and historical settlements (hereinafter also referred to as the Competition) and to improve the quality of applications submitted for participation in the Competition.

In 2021, the winners of the competition were the cities of Mtsensk and Novosil and the historical settlement of the village of Volkovo of the Mtsensk district. The total amount of funds raised from the federal budget is 176 million rubles.

Since 2018, at the initiative of the President of Russia Vladimir Vladimirovich Putin, within the framework of the national project "Housing and Urban Environment", the Ministry of Construction of Russia has annually held an All-Russian competition for the best projects for creating a comfortable urban environment in small towns and historical settlements. Over the years, it has become the largest architectural competition in the country and today its prize fund is 10 billion rubles.

The peculiarity of the competition is the opportunity to obtain significant financial resources to solve urgent problems of spatial development of public territories based on the presentation of interesting and modern development concepts without the availability of design and estimate documents. This feature has caused a high and annually growing competition of regions for prize money.

The Orel region began its participation in this competition in 2018 with two applications – the cities of Livny and Mtsensk. Thanks to the proactive position of the Governor of the Orel region Andrey Evgenyevich Klychkov, extensive work was launched in a short time with municipalities to increase the number of participants in the competition from the Orel region, prepare high-quality, well-developed project proposals with the participation of the country's leading architects and the active participation of residents of small territories.

As a result, in 2020-2021, each of the 6 small towns of the Orel Region and 1 historical settlement became winners of the Ministry of Construction competition. The tasks and priorities of the project work correctly formulated by the Governor made it possible to attract 391 million rubles from the federal budget to the Orel region in two years. for the revitalization, modernization and further development of the centers of small towns, iconic public spaces, the disclosure of the historical and cultural potential of small territories.

A comparison of the volume of federal funds raised with the capabilities of local budgets confidently indicates that without these victories, cities would hardly be able to allocate funds of this volume to solve such major tasks in the foreseeable future.

According to the results of the last two years, the Orel region ranked 23rd among 76 regions in terms of the number of attracted competitive funds and 19th in terms of the number of winning projects.

On September 30, 2021, the Department held the first Forum of Small Towns and Rural Areas of the Orel region, which brought together representatives of federal and regional authorities, the scientific community, experts in the field of spatial development and delegations from the districts. The total number of participants was about 400 people.

The initiative of the forum belongs to the Governor of the Orel region Andrey Evgenievich Klychkov. This large-scale event has become a platform for discussing the most acute problems of small towns and rural areas - from the outflow of residents to large cities to the development of rural tourism.
The forum brought together some of the best experts from all over the country. Experts in the field of urbanism and ecotourism presented their vision of the development of territories.

Also, an exhibition of municipalities of the Oryol region was organized within the framework of the forum. Each district presented its own exposition demonstrating the tourist potential of the territory, products of local enterprises, souvenirs, decorative items and handicrafts. Following the results of the forum, work has begun in each municipality on the preparation of territorial development projects, the best of which will receive pilot support.

Back in 2019, the department initiated the issue of the need for a number of settlements in the Orel region to obtain the status of a historical settlement of regional significance. Based on the results of the study of potential contractors to prepare the necessary amount of research in 2021, the implementation of this proposal was initiated. Thanks to the attraction of regional budget funds by municipalities, 5 settlements of the Oryol region in May 2021 received the status of a historical settlement of regional significance (Kromy, Kolpna, Zmiyevka, Shablykino, Volkovo).

Obtaining this status opened the possibility for the listed settlements to participate in the All-Russian competition for the best projects for creating a comfortable urban environment in small towns and historical settlements, which led to the victory in the competition of the village of Volkovo (56 million rubles) and the prospects of new victories for the remaining four historical settlements.

In 2021, the department was actively working to popularize the Turquoise Ring of Russia brand. The need for this is due to the new national projects "Tourism and the hospitality industry" gaining momentum and the possibilities of attracting federal financial resources for the development of territories.
Brand development is aimed at overcoming the "white spot" in the perception of the tourist potential of the Orel region by federal officials responsible for tourism development and potential guests of the region.

On April 27, 2021, the Turquoise Ring of Russia brand received a special diploma from the XI International Lime Festival of Social Advertising and Communications in the "Branding of Territories" nomination: "Unlocking the potential of small territories".

On June 29, 2021, the Turquoise Ring of Russia travel guide received a special diploma of the III International Marketing Competition in the field of tourism "PRObrand" for printing products aimed at promoting the tourist destination and the region as a whole.

In 2021, brand representatives participated in international tourism exhibitions and forums MITT (March 16-18, Moscow), Intourmarket (April 1-3, Moscow), Travel (June 11-13, Moscow), REST 2021 (September 7-9, Moscow).

On December 27, 2021, a solemn ceremony of summing up the results of the All-Russian competition for the design of conceptual tourist routes "Discover your Russia" took place in Moscow. The event was held at the Coordination Center of the Russian Government. Oryol route "Nature calls! We fuse the elements of Earth, Fire, Water and Air ...", passing through the territory of the Novosilsky district of the Oryol region, was among the 30 routes-winners of the All-Russian competition. Representatives of the Turquoise Ring of Russia team received an award from the hands of the Deputy Prime Minister of Russia, Chairman of the competition commission Dmitry Chernyshenko.

192 routes from 60 regions of the country took part in the competitive selection. 33 teams with 66 routes reached the final, which covered all 8 federal districts of Russia. The team members were trained as part of the acceleration program and were able to refine and improve their routes. In the final, the competition commission selected 30 best tourist routes that pass through 21 regions of the country in 6 federal districts.

The Oryol tourist route "Nature Calls!..." was developed by the Oryol travel company "TurOrel", which has been developing tourism in the Oryol region for more than one year, offering guests of the region a whole range of various tourist products from programs for several days to multi-day trips, from educational to active tourism. Joining forces under the auspices of the Turquoise Ring of Russia team, the tour was finalized and became the only tourist route of the Central Federal District included among the winners.

According to the results of the popular vote held in November this year in the framework of the contest, in which almost 77 thousand votes were cast, the tourist route "Nature Calls!..." took a confident first place. The active support of the route demonstrated the high interest and readiness of the Orel Region to increase the capabilities of the hospitality industry.

In November 2021, within the framework of the national project "Tourism and the Hospitality Industry", Rosturizm conducted a preliminary selection of applications from the subjects of the Russian Federation to support regional programs for the design of the tourist code of the city center. The selection was held on the eve of the main competition in 2022 with an expected prize fund of more than 2 billion rubles.

This competition is one of the key tools of the new national project to support regional development initiatives and is aimed at cities with a population of 5 thousand to 2 million people.

On December 3, 2021, Rosturizm summed up the results of the preliminary competitive selection. According to the results of consideration of 101 applications from 33 regions, four cities of the Orel region are included in the list of cities that are most developed and on which Rosturizm counts in the main competition. Of the 25 maximum possible points, the Eagle received 24 points, Bolkhov – 22, Livny and Mtsensk – 21 each.

Since December 2021, the department has been working on preparing applications from four cities for the All-Russian competition for the best projects of the tourist code of the city center.

Since the introduction of the high-alert regime in the region, the Department for Territorial Development Projects of the Orel region has organized work on the development of mechanisms for conducting control measures aimed at meeting the requirements of sanitary and epidemiological safety.

As one of such mechanisms, it was proposed to fix violators of the sanitary and epidemiological regime by drawing up a special response measure - an act that was developed by employees of the Department for Territorial Development Projects of the Orel Region and sent to all administrative commissions and departments of administrative and technical control of the Orel region.

As a result of the operation of the designated mechanism in 2021, 6611 response measures were applied by members of administrative commissions, administrative and technical control departments and police officers in the territory of the Orel region in joint control measures.

Since 2018, the People's Budget project has been implemented on the territory of the Orel region, aimed at supporting the initiatives of residents to develop small territories. During this period, 118 initiatives of local residents for the development of small territories were implemented for a total amount of 402.6 million rubles.

Among them are 43 initiatives of local residents implemented following the results of competitive selections, totaling 102.6 million rubles. Of which 70 million rubles (or 68%) are funds from the regional budget, 16.1 million rubles (or 16%) are funds from local budgets and 16.5 million rubles (or 16%) are funds from extra–budgetary sources.

In 2021, 9 initiatives for the development of small territories became winners of the "People's Budget" project, within the framework of which 23.7 million rubles were allocated to address issues of improving the quality of life of residents of municipalities. Support for these initiatives from the regional budget amounted to 15 million rubles (63%), from local budgets – 4.7 million rubles. (20%), from extra–budgetary sources - 4 million rubles (17%).

In February, the competitive selection of 2022 will start within the framework of the Oryol region project "People's Budget".

The Department for Territorial Development Projects of the Oryol region is the responsible executor of the state program of the Oryol region "Implementation of instructions of voters to deputies of the Oryol Regional Council of People's Deputies", approved by the decree of the Government of the Oryol region dated October 15, 2020 No. 637 (hereinafter – the state program).

The state program is the main document consolidating the instructions of voters received by deputies of the Orel Regional Council of People's Deputies of the convocation of 2016-2021 for 2021.

In total, the state program contains 491 events or 502 orders, totaling 65 million rubles. By the end of 2021, 488 orders were fulfilled (97.2%). Measures (instructions) in the field of healthcare, preservation of cultural heritage, social policy, as well as veterinary medicine (subprograms 2, 4, 7 and 8) have been fully implemented.

Two years ago, on the initiative of the Governor of the Orel region Andrey Evgenyevich Klychkov, the project of the Orel region "Effective region" was launched. The project is aimed at introducing advanced management approaches and practices into the activities of government bodies, local governments, subordinate organizations and enterprises to improve the quality of services provided to residents of the region, reduce losses and unreasonable costs.
Today, 29 regions in the country are implementing strategic projects for the introduction of modern approaches to lean management and administration, reducing costs and losses. And the Orel region, thanks to the proactive position of the regional leadership, is among the pioneer regions of this important and gaining momentum process.

Over the past two years, 342 lean projects have been implemented. In 2021, 162 lean projects were implemented by the project teams of 21 regional executive authorities, 26 municipalities, 54 subordinate institutions and 11 economic entities.

The main part of such projects are socially sensitive areas: healthcare, education, social protection, housing and communal services, state and municipal services.

The result of lean projects in the non-manufacturing sector is a reduction in time or an increase in convenience in the interaction of the population with authorities in the framework of obtaining state and municipal services, an increase in the comfort of such interaction; a reduction in costs and losses in the administration of management processes. All this affects the quality of life of Oryol residents.

Lean technologies are, first of all, people. Involvement in the work performed, creativity – undoubtedly, are important resources for improving performance. Therefore, it is important to eliminate the loss of ideas and opportunities to improve processes due to inattentive attitude to employee initiatives.

In the past period, attention has been paid to the formation of regional competencies for the introduction and use of lean technologies. For this, more than eight hundred (833) state and municipal employees, representatives of subordinate organizations and industrial enterprises were trained in the principles and approaches of thrift. Including within the framework of 12 project intensive courses, which the Department for Territorial Development Projects of the Orel region held this year.

A landmark event for lean project teams was the first regional forum "Efficient Region" in March 2021, attended by the Governor and Chairman of the Government of the Orel region Andrey Evgenyevich Klychkov and Deputy Director General for the development of the production system of the state Corporation "Rosatom" Sergey Obozov.

Participants of 107 project teams summed up the results of lean technology implementation projects in 2019-2020. And following the results of several strategic sessions, we outlined the prospects and opportunities for the upcoming period.

The Forum has become a powerful impetus for the development of lean approaches in our region, the formation of an unconditional culture of systematic work of managers at all levels to improve the quality of processes in their area of responsibility.

One of the outcomes of the forum was a clearer understanding of the features and specifics of the application of thrift in the manufacturing and non-manufacturing sectors. If the foundation of production processes is the flow of value creation and profitability, then in the non–manufacturing sector, primarily in the activities of public authorities, the key is to ensure human rights and freedoms enshrined in the Constitution of Russia, protection of the interests of society. In the first case, the results are used by the entire workforce of the enterprise, in the second - by all residents of the municipality or region.

Therefore, including at the initiative of the Orel region, an Interregional Methodological Committee was created this year to adapt the developments of the Rosatom production system to the non-production sector.

Taking into account the specifics of the application of lean approaches in state and municipal management will not only allow us to develop clearer terminology, make it clearer to implement lean approaches in the activities of public authorities and project teams, but, most importantly, increase the effect of the introduction of lean approaches that residents will feel.

As soon as the Oryol Region received its first experience in implementing lean projects thanks to the "Efficient Region", work began on creating samples of best practices for implementing lean technologies at the regional level.

By the end of 2021, the Orel region received three such samples. These are the agricultural firm "Mtsenskaya", "Orelvodokanal" and the Institute of Education Development. Moreover, the agrofirm "Mtsenskaya" was the first in the country to receive the status of a regional model in the field of agriculture.

Another stage in the implementation of the Effective Region project was the attention of the regional leadership to the possibilities of the competitive selection of the Lean Initiative initiated by the Rosatom State Corporation.

Thanks to this, the Orel region became one of the three pilot regions that were able to attract the financial resources of the corporation for their development. According to the results of the competition held in the summer of 2021, 14 Oryol lean projects attracted almost 10 million rubles. Rosatom. The implementation of these projects has been completed by the end of 2021.

In 2021, the Ministry of Construction of Russia conducted a rating vote on the selection of public territories and landscaping design projects.
For the first time, thanks to the attention of the Governor of the Oryol region Andrey Evgenyevich Klychkov to the issue of involving residents of municipalities in solving issues of territorial development, in all 27 urban districts and municipal districts, Oryol residents had the opportunity to directly influence the priorities of modernization of public spaces.

The voting took place on a single online platform (57.gorodsreda.ru ), which provided not only a high level of accessibility and convenience of voting, but also gave residents the opportunity to compare the objects proposed for improvement in the coming year in various municipalities and regions.

For people who are not confident enough to use modern information technologies, the work of almost 500 volunteers in places of mass residence of residents was provided, which made it possible to help citizens of the 50+ category to participate in Internet voting and increased the share of municipal residents involved in decision-making.

The rating voting period is from April 26 to May 30. This made it possible for municipalities to vote with the maximum involvement of residents in making spatial development decisions due to their ability to choose the most comfortable time for voting: before, on time or after the May weekend.

The result of the joint work of regional executive state authorities of special competence and local self-government bodies of the Orel region was more than 1.5 times the indicator of participation of residents of the region in rating voting in comparison with the indicator recommended by the Orel region of the Ministry of Construction of Russia.
